修改开发环境基础URL和s-search-block.vue组件的热词展示逻辑

将开发环境的基础URL更改为了http://192.168.1.118:48080，以适应新的开发服务器配置。同时，在s-search-block.vue组件中调整了热词列表的展示方式，通过注释掉原有代码来临时隐藏热词视图，以待后续逻辑的完善。
